Is the bag truly waterproof?

The exterior Oxford fabric is water-resistant and effectively repels splashes, light rain, and accidental drips. The interior lining is waterproof, which prevents any liquid spilled inside (leaky bottle, wet wipes, diaper accident) from seeping through the bag.
